Why can't Earth achieve its goal of slowing down global warming?

Details: Recent studies show that the polar ice is shrinking far more rapidly than previously predicted, while a 3% global heat-trapping pollution is rapidly rising. It appears to be impossible to achieve the needed global goal of limiting global warming. Why?
